Jill Reber Hamer

Jill (Reber) Hamer is an experienced C-level business executive and board director with over 25 years of progression and achievement in helping private and public entities including Fortune-500 companies, with digital transformation, end-to-end data initiatives, and devising proactive data privacy/protection and cyber risk management strategies to mitigate corporate risks.

Jill combines unique talents in business transformation, legal, and technical thought processes to tackle corporate challenges, helping visualize potential solutions and risks, and building consensus to drive action and measurable outcomes. As a nationally recognized expert in data privacy and protection, she frequently speaks at conferences and has authored more than 40 publications. After practicing as a business litigator during her early career, Jill founded her own legal practice to support start-up technology companies. During that time, she provided general counsel to one of her clients, Primitive Logic, Inc. (FKA The Communications Group), later advancing through multiple corporate roles, and becoming CEO and chair of the board in 2008.

Throughout her tenure at Primitive Logic, Jill was instrumental in transforming a 5-person business and technology solutions provider into a $30M premier consulting services company with 150 employees. She ignited rapid organic growth across verticals by cultivating a diverse and inclusive workplace culture and overseeing the delivery of specialized services in data privacy, technology M&A, and digital transformation to over 100 clients—including financial firms, utility, technology, and biotech & pharma corporations. Under her leadership, the company received recognitions as Best Place to Work, Top Woman-Owned Business, Fast 100’s fastest-growing private company, and Partner of the Year Awards.

After positioning Primitive Logic as an attractive acquisition target, Jill managed its acquisition by Logic20/20. She then joined Logic20/20’s Executive Leadership Team, established its first data privacy practice, and expanded its consulting business on the west coast before stepping away following the full integration of her company. An avid supporter of ESG and DEI missions, Jill provides executive mentorship for social entrepreneurship initiatives in third-world countries through Santa Clara University’s Miller Center for Social Entrepreneurship. She also mentors women executives from Santa Clara University Leavey School of Business on board readiness and sits on the board of her Los Cabos, MX Homeowners Association.

Jill’s education includes a J.D. from Georgetown University and a B.A. from the University of Maryland. She also completed CIPM and CIPP/U.S. information privacy certifications and attended the Stanford Director’s College twice at Stanford Law School.
